Season Four[]
While Marion Guthrie and Max walk along the Philadelphia riverfront, Guthrie points out the pirates on the east bank of the river, across from Springett Island. She tells Max that every year, the governor promises to chase them off, but it never happens. Marion goes on to say that there are seven major shipping concerns in the city, and soon more goods will move through Philadelphia than any English speaking city outside of London. Marion then asks Max where the pirates will be, and why. Max answers that they will remain on the east bank, because the shipping concerns charge a premium because of the risk the pirates pose, and she assumes that the governor profits from it as well.
