The Holy Roman Empire was a multi-ethnic complex of territories in Western and Central Europe. The Empire was ruled by the House of Habsburg, and the Holy Roman Emperor in 1715 is Charles VI.

Background[]
On 25 December 800, Pope Leo III crowned the Frankish king Charlemagne as Emperor, reviving the title in Western Europe more than three centuries after the fall of the earlier ancient Western Roman Empire in 476. The title continued in the Carolingian Family until 888 and from 896 to 899.
By the 1600s, the Holy Roman Empire was loosely united confederation of states, provinces and duchies under an elective monarchy dominated by the Habsburgs of Austria, a junior branch of the Royal Habsburgs of Spain.
In 1701, Charles II Habsburg of Spain died, naming his cousin, Philip of the House of Bourbon, a member of the royal family of the French Empire, his successor. This lead to the outbreak of the War of the Spanish Succession, over fears that Philip's ascension would lead to the merger of the French and Spanish Empires, which would upset the balance of power. The Holy Roman Empire joined the British Empire and Dutch Republic in waging war on France and Spain, feeling cheated out of the Spanish throne.
The war ended in 1713, after promises Philip promised to forswear any claim to the French throne and that he would never attempt a merger with France. Furthermore, vast swathes of territory were yielded to the vicyors, such as the Southern Netherlands, which included the city of Brussels, which were given to the Holy Roman Empire.
Season Two[]
In a flashback to 1705, Lord Peter Ashe offers to set up Lieutenant James McGraw and Lady Miranda Hamilton comfortably with his friends in Brussels after they ordered to leave London in exile. Ashe promises that they’ll be looked after, but McGraw decides to go to Nassau instead.
Season Three[]
After Woodes Rogers successfully takes over Nassau, Jack Rackham and Anne Bonny flee with their share of the Urca de Lima treasure. Anne suggests they go to Paris or Brussels, but acknowledges that she doesn’t know how to speak French or whatever they speak in Brussels.
Season Four[]
When the War of the Quadruple Alliance breaks out, the Holy Roman Empire sides with the British, French and Dutch empires against the Spanish.
