The Local Water Bailiff is the man in charge of collecting the entry fees from ships that want to enter Philadelphia's harbor.

Season Four[]
The Bailiff goes ashore to collect the fees from the Lion when they dock in Philadelphia. He goes over the various fees with Jack Rackham, who is somewhat confused by all the various fees necessary to dock. The Bailiff tells him that all the fees are set in stone. Jack goes over all the various payments, which include a two shilling entry fee, a two shilling pilot's fee, a pilot's departure fee of three shilings, a mandatory sixpence trading fee and a mandatory "voluntary" contribution to the Society of Friends.
